Industrial playbook

Industrial property tax appeals that price clear height, truck courts and land correctly

Industrial values have moved quickly, and mass appraisal models tend to move every warehouse with them. A 1980s rear-load building with 22 ft clear height, shallow truck courts and a low dock-door ratio does not lease or sell like a new 36 ft clear cross-dock facility, yet county models that group buildings by size and land area often price both off the same sales. Excess land, heavy office build-out and owner-occupied manufacturing plants add more room for error.

ATALI ELECTRIC breaks the building into the features that drive industrial rent and price: clear height, column spacing, dock-high and grade-level doors, truck court depth, trailer parking, office finish percentage, sprinkler system and power. Sales and rent comparables are adjusted feature by feature, excess and surplus land are separated from the site the building needs, and the land-to-building ratio is reported the way an industrial broker reads it.

Where assessors get industrial wrong

  1. 01Modern bulk sales applied to functionally obsolete buildingsClear height, column spacing, truck court depth and dock ratio decide which users a building can serve. Valuing a low-clear, rear-load building off sales of modern distribution space ignores functional obsolescence the market prices every day.
  2. 02Land-to-building ratio counted twiceA site with yard area or extra acreage can be credited twice: once through a stand-alone land value and again through comparable sales that already reflect similar coverage. Surplus land that cannot be split off and sold should not carry a full separate land value.
  3. 03Office finish valued at office rentsOffice build-out beyond what the market expects in a warehouse rarely earns a matching rent premium. Cost-based models add the full cost of the finish to the building value.
  4. 04Owner-occupied plants valued at cost with thin obsolescenceManufacturing plants built around one process are often assessed by depreciated cost. Process-specific layouts, excess capacity and limited buyer pools are functional and external obsolescence that a cost schedule does not measure.
  5. 05Equipment and fixtures inside the real property valueMachinery, racking, cranes and process piping may be personal property, real property or trade fixtures depending on state rules. Where they are rendered separately as business personal property, including them in the real property value taxes them twice.

How the three approaches weigh in

Sales Comparison

Primary

Owner-user and investor sales adjusted for clear height, dock ratio, office finish, land-to-building ratio, condition and market conditions. The most persuasive evidence for smaller and owner-occupied buildings.

Income

Primary

Market NNN rent for the building's specific feature set, with downtime and leasing costs for vacant or single-tenant buildings facing expiration.

Equity Uniformity

Supporting

Assessed value per sq ft of competing buildings grouped by clear height band, vintage and size. Industrial parks with many similar buildings make strong uniformity samples.

Cost

Supporting

Used for newer and special-purpose plants, where the dispute turns on the amount of functional and external obsolescence rather than replacement cost new.

How the income engine normalizes a industrial P&L

P&L lineTreatment
Base rentMarket NNN rent from comparables adjusted for clear height, dock ratio, office finish and truck court depth; legacy leases above or below market adjusted where the fee simple interest is valued.
Expense reimbursementsMatched to the reimbursable expenses under the lease; the tax reimbursement is removed together with the tax expense and handled in the loaded cap rate.
Vacancy and downtimeBuilding-specific. A single-tenant building faces full downtime at expiration, so vacancy is modeled from the lease term and typical marketing period instead of a submarket average.
Non-recoverable expensesManagement fee and structural reserves for roof, slab and paving kept as owner costs.
Tenant improvements and leasing commissionsReserved below the line based on the expiration schedule and typical second-generation improvement packages.
Trailer parking and outdoor storage incomeSeparated from building income and analyzed with the excess or surplus land it depends on.
Debt service and depreciationRemoved as non-operating items.

The appraisal district valued the building at $130 per sq ft using sales of recent bulk distribution buildings with 32 ft clear height or more. Four sales of 1980s-vintage buildings with 20 to 24 ft clear height, adjusted for size, dock ratio, land-to-building ratio and time, bracket the subject at $104 to $112 per sq ft, and a market rent capitalization cross-check supports $22.9 million ($108 per sq ft). The $4.7 million reduction saves about $103,400 a year at a combined rate near 2.2%.

Evidence checklist

  • Building specifications: clear height, column spacing, dock and grade doors, sprinkler type and power
  • Site plan showing truck court depths, trailer stalls and any excess land
  • Lease or rent roll with expirations, renewal options and rent steps
  • Operating statements for the trailing three years, or owner-user occupancy costs
  • Broker opinion of market rent for the building's specific feature set
  • Fixed asset register separating real property from machinery, equipment and trade fixtures
  • Environmental reports and flood zone determinations affecting the site
  • Assessment notice and the property record card

Industrial appeal questions

How much does clear height matter in an industrial tax appeal?

A great deal. Modern distribution users need cube for racking and automation, so lower-clear buildings compete for a smaller pool of tenants at lower rents. ATALI ELECTRIC supports the adjustment with paired sales and rent comparables from the same market rather than a fixed percentage, which is what a hearing officer will ask about.

What is the difference between excess land and surplus land?

Excess land is not needed to support the existing building and could be split off, sold or developed on its own, so it is valued separately at its own highest and best use. Surplus land is also not needed for the current use but cannot be separated for independent use, so it adds only a contributory value. Assessors often value surplus land as if it were excess land.

Is machinery and equipment part of the real property assessment?

Generally it should not be. In states that tax business personal property, such as Texas, machinery is rendered and appraised separately, so including it in the real property value counts it twice. Classification of cranes, process piping and other attached equipment varies by state, and the binder lists each item with the rule that governs it.

Can ATALI ELECTRIC handle owner-occupied manufacturing plants?

Yes. For special-purpose plants the evidence leans on sales of similar plants to second-generation users and on a cost approach with fully supported functional and external obsolescence, since there is often no rent market for the building as configured.
