Self-Storage playbook

Self-storage property tax appeals that separate the real estate from the operating business

Self-storage is real estate run like a retail business. Revenue depends on month-to-month rentals, revenue management that sets street rates and existing customer rate increases, tenant protection programs, merchandise sales and an online platform or call center that fills units. Assessors that capitalize total facility revenue, or apply stabilized occupancy to a facility still in lease-up, tax the business along with the building.

ATALI ELECTRIC separates rental income from ancillary business income, reconciles in-place rent to street rent by unit size, and models the occupancy ramp for newer facilities with the lost rent and marketing cost of reaching stabilization. It also lists new and planned supply in the facility's trade area, so the board sees the competitive pressure a buyer would have priced on the valuation date.

Where assessors get self-storage wrong

  1. 01Lease-up facilities valued as stabilizedA facility that opened recently and is still filling units carries lost rent, move-in discounts and marketing spend until it stabilizes. Valuing it at stabilized income or full cost with no absorption deduction overstates value on the valuation date.
  2. 02Ancillary income capitalized as rentTenant protection or insurance programs, merchandise sales and truck rental are business revenue, not rent for the use of space. Folding them into gross income inflates the number the assessor capitalizes.
  3. 03Intangible business value left inBrand, revenue management systems, the customer base and the operating platform contribute to facility income. Whether and how that value is removed varies by state, but leaving it in by default taxes the business.
  4. 04In-place rent capitalized without the street-rate resetExisting customer rate increases can lift in-place rent above the street rate new customers pay. As tenants move out, units re-rent at street rates, so capitalizing peak in-place rent with no adjustment overstates sustainable income.
  5. 05New supply in the trade area ignoredStorage demand is local. New facilities opening within the trade area discount street rates to fill, which pressures occupancy and rent at competing facilities long after the models' sales data was collected.

How the three approaches weigh in

Income

Primary

Capitalization of rental income at sustainable occupancy and rate, with ancillary income and business value removed and lease-up costs deducted for newer facilities.

Sales Comparison

Supporting

Storage sales are often portfolio trades or going-concern transfers that include the operating platform. Each sale is screened for allocation and for occupancy at the time of sale.

Cost

Supporting

Assessors often use cost for new facilities. A supportable cost conclusion still has to deduct lease-up costs and any external obsolescence from new supply.

Equity Uniformity

Supporting

Assessed value per net rentable sq ft of competing facilities grouped by climate-controlled share, vintage and size.

How the income engine normalizes a self-storage P&L

P&L lineTreatment
Rental incomeIn-place and street rates reconciled by unit size; a sustainable rate applied where existing customer rate increases have lifted in-place rent above street rate.
OccupancyEconomic occupancy from collections. Facilities in lease-up are valued at stabilized occupancy less the lost rent, discounts and marketing cost of the ramp.
Tenant protection and insurance incomeRemoved as business income.
Merchandise sales and truck rentalRemoved as business income, together with the cost of goods and expenses that support them.
Management feeDeducted at a market rate even when the owner self-manages.
Marketing, call center and technologyOnline marketing, call center and revenue management software carried as operating costs.
Reserves, debt service, depreciation and taxesReplacement reserve per sq ft added; debt service and depreciation removed; real estate taxes recognized through the loaded cap rate.

The appraisal district's $14.9 million value capitalized 90% stabilized occupancy and included tenant protection and merchandise income in gross revenue. Capitalizing stabilized rental income only, then deducting the lost rent, move-in discounts and marketing cost of climbing from 64% occupancy to stabilization and charging a market management fee, indicates $11.6 million. The $3.3 million reduction saves about $69,300 a year at a combined Houston rate near 2.1%.

Self-Storage appeal questions

Does a self-storage facility have intangible business value?

Owners and appraisers often argue that it does, because income depends on revenue management, marketing, brand and an active customer base as much as on the building. Treatment varies by state and by case law, so ATALI ELECTRIC removes ancillary income and charges a market management fee by default, and lets the analyst add a separately supported business value deduction where the jurisdiction recognizes one.

How is a facility still in lease-up valued?

The engine values the facility at stabilized occupancy and then deducts the cost of reaching it: lost rent during the ramp, move-in discounts and the marketing spend needed to fill units. That deduction is what a buyer would take on the valuation date.

Should tenant protection income be included in the income approach?

In most appeals it is treated as business income and removed, because it comes from a protection or insurance program rather than from the use of the space. The binder shows it as a separate line so the board can see the amount removed.

Does new storage supply nearby matter?

Yes. New facilities discount street rates to fill units, which pressures rent and occupancy at competing facilities. The binder lists new and planned facilities within the trade area with opening dates and rentable area.
